Helga Garuzzo

Is a partner of Pavesio e Associati with Negri-Clementi.

She primarily advises in administrative law, especially in public contracts, public services, environmental law, urban planning and renewable energy projects. She has built up a vast experience in public works contracts (including public work concessions, public services and project finance) services contracts (including engineering contracts) and public supply contracts, also in the “special sectors”, at Italian and European levels. She has advised many public entities in their roles as central purchasing body in the procedures concerning the award of public contracts (especially in the preparation of the tender documents and during the awarding procedures) as well as private corporations during the awarding procedures and implementation phases of the public contracts. She has also represented public entities and private clients in disputes before the Italian administrative and civil courts.

She has co-published in several collective volumes, articles and commentaries on administrative law.

He is a member of the Milan bar.
